Eligibility

Adults 18 years or older, with a post-secondary certificate or degree from outside Canada, and international work experience in a profession or trade; must be permanent resident, Canadian citizen, Convention refugee or refugee claimant eligible to work in Canada, with English proficiency that meets Canadian Language Benchmark (CLB) Level 7 or above 
 
Clients in Francophone projects must demonstrate French language proficiency of Niveaux de compétence linguistique canadiens (NCLC) Level 7 or above, and English language proficiency of CLB Level 6 or above
