Permanent Resident Cards

Programs that assist individuals who want to apply for Permanent Resident (PR) cards. Permanent residents are persons who have the legal right to live and work in Canada but have not yet obtained citizenship. These identification cards are the documents that provide the "proof of legal immigration status" required by permanent residents seeking to re-enter Canada on a commercial carrier (airplane, boat, train or bus). The requirement to show the card does not apply if a permanent resident is entering Canada by private vehicle. A permanent resident needing to travel abroad for any reason requires a PR card to return to Canada. Children of permanent residents do not require a PR card if they were born in Canada. Refugee claimants who have not been granted permanent resident status cannot obtain a PR card.
