Programs that accept reports and attempt to resolve technical problems that interfere with a consumer's ability to communicate with or access governmental or nonprofit agencies or other organizations in the community via telephone, fax, email, Internet websites, bulletin boards or other electronic systems that are used to communicate or post information.
